Leo Garcia is the Director of State Government Affairs at the Financial Technology Association, where he represents the fintech industry and advocates for FTA policy priorities in states across the country.
Before joining FTA, Leo served as a Policy Specialist in the Fiscal Affairs program of the National Conference of State Legislatures. At NCSL, he specialized in fiscal policy and economic development issues, working directly with state legislators and staff nationwide. Previously, Leo was a Legislative Aide to a Texas State Representative during the 87th legislative session. In this role, he advanced the office’s legislative agenda and served as the lead staffer assisting the Representative on the Texas House Committee on Ways and Means.
Leo holds a bachelor’s degree in international relations and a master’s degree in international political economy from the University of Groningen.
